4. Yes, it surely does reap rewards. They bribe Cubans to come here, attempting to make life far easier

for Cubans than it could ever be for any of the other "illegal" immigrants who have to live keeping a close watch over their shoulders, and the constant threat of deportment, and, of course, no financial aid for education, no food stamps, either.

But nobody else. And yes they were livid with President Clinton over this.
