BUENOS AIRES—Ruling party presidential candidate Daniel Scioli heads into Sunday’s runoff election as the underdog, but he casts himself as a survivor—with good reason.

The former professional powerboat pilot has overcome the loss of a limb in a gory 1989 racing accident. “I have never given up, not even when I was underwater and had lost an arm,” he said recently.

Rocketing along Argentina’s Paraná River at 100 mph, Mr. Scioli’s aerodynamic catamaran hit a large wave and flipped. A jagged edge of the boat smashed against him, severing his right arm above the elbow.

He recovered, returned to racing and then later powered to the top of Argentine politics. Polls indicated that Mr. Scioli, the governor of Buenos Aires province, was on the cusp of winning the presidency outright in the Oct. 25 first round.
