In 1969, the U.S. Central Intelligence Agency (CIA) was discovered deploying advanced communications equipment to the U.S. Embassy, in Moscow. The KGB responded by attacking the agents with increasingly dangerous Directed Energy Weapons Systems (DEWS). Then the USSR and USA began developing signals and attack frequencies (similar to dog-whistle effect, only more diverse and manipulative on human targets, which displayed predictable responses). Then, United Soviet Socialist Republic (USSR) agents directed measurable, experimental emotion/ idea-inducing frequencies at the CIA communications facility. Of course, CIA agents escalated the combative environment, by deploying more potent DEWS at the KGB agents.
While MK Ultra is mostly urban legend, it best describes the Moscow conflict, which probably continues - in some capacity - to this very day.
Why is this foolish paragraph more plausible to some readers than previous reports? Although I know very little about the modern Central Intelligence Agency, I do know a retired CIA agent and have been informed by several reliable sources - including a CIA analyst - that most CIA activities takes place overseas. Why do many readers still feel idea inducing frequency from satellites, aircraft and non-military ground sources is not plausible?
This PDF appears more official; however online media manipulators of the People's Republic of China should not be underestimated. In fact, these online agents have mostly scrubbed the entire CIA KGB conflict from the internet; but actual confrontation has probably expanded to areas far from Moscow.

On March 23, 1983, President Ronald Reagan introduced the Strategic Defense Initiative, called Star Wars to obtain public support and funding for his plan to launch satellite based LASERS into space. According to Reagan's comments, satellites with solar-driven pivotal LASERS would possess the ability to shoot down incoming nuclear missiles. If satellites had ANY ability to shoot down missiles, current ASAT weapons would not be orbiting right above them, like trigger-happy cops on a satellite shooting spree.
But why limit Directed Energy Weapons Systems to the CIA and KGB? According to Wikipedia; "MK-Ultra non consensual human experimentation for decades via the NSA's SIGNIT EMF Scanning Network - a covert domestic spy program which uses brain scanners deployed via signals intelligence satellites & HAARP." Similar to the official CIA position, the National Security Agency (NSA) tends to focus on overseas activities. Neither agency appears concerned about internet reports or public opinion.
Essentially light, audible sound and Radio Frequency RF Energy are similar enough to be transmitted by LASER-like projectors, from space. And these satellite borne LASERS can change targets rapidly: However, they focus on earthbound and in-flight targets.
Not long after Reagan launched Star Wars, he said "TEAR DOWN THIS WALL, MR. GORBACHEV," and he did it! This began a series of poor decisions, inspired by U.S. satellites, which world leaders - especially Gorbachev - began to make.
In Afghanistan, Micheal Vickers used satellites to provide ESP and Rocket Powered Grenades (RPGs) to a primitive army of tribesmen - on horseback - to further bankrupt the USSR. They were able to find and destroy expensive HIND Helicopters, on solitary missions, before escaping troops in rapid deployment vehicles and fresh attack aircraft; but that is another story.
