(11,417 posts)I work for a CA county mental health dept. Medicaid money comes from the federal government and is given to the States.
In CA the program is called Medi-cal. Through what's called realignment the State has mandated that the counties provide the mental health services. If a client is eligible for Medi-Cal we bill the state for the service and receive payment equal to 1/2 what we bill. The billing amount is also mandated. The county has to fund the other 1/2. That comes from Federal and State grants, vehicle license fees, taxes on the wealthy earning over $1 million / yr. and sales tax revenue. That is not enough so we also get money from county general fund or property tax. Our income is limited and we cannot by law operate in a deficit position so we are limited by revenue as to the amount of services we can provide. We either have to operate with less spending or get more revenue.
My point is that to call for better mental health services we need to pay more into our counties to cover it.
Maybe we can put a tax on guns and ammo to pay for more mental health services. The gunners say mental health services is the answer to gun violence.

(17,502 posts)Blackmail the Republicans coughing up the money. The money can come from several places, like dismantling the Empire for example. Imagine the cost of sending a family of four to Germany every three years and bringing them back, multiply that by 52,440. That is just the cost of rotating personnel. Never mind all of the other costs associated with operating and maintaining the bases.

(11,417 posts)To prevent killing like that in CT we need better mental health services. That was not drug related. No gun owners should not foot the whole bill but a tax on guns and ammo could help pay for more mental health services. Also increase in sales tax and vehicle license fees would help. The problem is everyone wants better mental health service but no one wants to pay for it. Already I am forced to take a week of without pay, no COLA, no raises, a two tear pension system and no new hires. Surely we all can pay a bit more.

(17,502 posts)I have no problem with adding another four percent to the current PR tax for that. I would also add a federal tax on "smoking supplies" pipes etc.
I was speaking of gun violence in general, which I thought you were as well. End drug prohibition and tax and regulate pot like beer. That would affect gun and gang violence in general
I'm not a fan of regressive taxes anyway, that is why I said take it from the Empire. What threat does Germany face that the Bundeswehr can't handle? Many of their former enemies are now part of NATO. The rest no longer exist. We have the money, we just piss it away. The founders wanted a Swiss type military. That would free up $700 billion a year in funds.
Dismantle the empire and do just that. Granted the short term unemployment will be a problem, but nothing tariffs and dropping out of WTO can't cure.
Have to edit one thing, the 52K+ number doesn't include DoD civilian employees and their families like DoDDs teachers for example.

(17,502 posts)was that although our federal gun laws outside of NFA were almost nonexistent and basically true of the states outside of NY and the Carolinas, the use of guns in murders were lower before Nixon started the WOD. Why? I have two theories
"bad guys" in books and movies at that time usually had knifes. Movies like Rebel without a Cause and High School Confidential were largely responsible for the hysteria that pushed for the federal switchblade ban in 1958.

What a lot of gun folks don't get is that the Republicans would still get a gun ban, just using different means. (Yeah you can own it, but have fun finding a living wage job where you could afford it.) That is partly why there was no market for civilian machine guns before NFA was passed. When Colt put the BAR on the civilian market after WWI. they sold zero.
