Emanuel ordinance would require videotaping of gun sales

Chicago could require gun dealers to videotape sales and ban gun stores near schools and parks under Mayor Rahm Emanuel’s latest attempt to heavily regulate firearms sales following a federal court ruling that tossed out the city’s outright ban on gun sales.

The plan, to be introduced at Wednesday’s City Council meeting, would require gun dealers to videotape sales “to discourage traffickers and buyers who use false identification,” according to a report from the city detailing the specifics of the ordinance.

In addition, the proposal would require a 72-hour waiting period for purchasing handguns and 24 hours for rifles and shotguns. A dealer would be able to sell only one handgun per month per buyer, and the store records would be subject to quarterly audits to discourage trafficking.

Gun retailers will require special use permits, would only be allowed in areas with a few commercial zoning designations and they would not be allowed within 500 feet of a school or park, according to Janey Rountree, Emanuel’s deputy chief of staff for public safety. Because of those tight rules, gun stores would only be eligible to set up in spots that comprise about 0.5 percent of Chicago’s geographic area, she said.

The 24/72 hour waiting periods he wants are already in place for the entire state and have been for decades.

The one gun a month rule is pre-empted by the new state concealed carry law.

As for the videotaping, I'm not sure what that's supposed to accomplish beyond security theater, since you already have to show a current FOID card with your picture on it to even look at a gun or ammo and show your FOID and drivers license for the FFL to copy and save when you fill out the 4473 to buy one. (Yes, Illinois already has universal background checks too)

But I'm sure the NRA and the Second Amendment Foundation would like to thank the fine citizens of Chicago for their next big donation taken from property taxes. I think they tab is running around $3.4 million in total fees from McDonald and Ezell cases alone with more adding up.

This, in a city where the unions are being screwed over by Rahm and the city council aldercritters.

No money for cop and firefighter pensions, but he has no problem dicking around in court for another 3 years and dropping millions to private law firms handling all the court work then writing big checks to the NRA for their legal fees.

Maybe the NRA will send him a hat or a nice key chain in return for the millions of $ he sends them ever year or two?

How difficult would it be to place a "monument" in the form of a 1' x 1' plaque anywhere and call it a "park"? Smoke and mirrors signifying mostly nothing.

You're being videotaped on surveillance cameras for many purchases you make. Why should buying a firearm be any different?

I'm a collector of firearms - not a large collection, yet - and there have been several instances when I find one, two, or three firearms that I'm interested in acquiring and the seller (or his/her estate) only wants to sell them all at once.

Duh, because it can hinder & help prevent 'LARGO' straw buyers from purchasing oodles of guns for people who aren't allowed to have them (law abiding responsible gun owner, cough).

I'm a collector of firearms - not a large collection, yet - and there have been several instances when I find one, two, or three firearms that I'm interested in acquiring and the seller (or his/her estate) only wants to sell them all at once.

You obviously are new to one gun laws, since you could apply for & get a waiver if you are a bona fide collector; just need to prove you kept the gun at a subsequent date, within reason.
That your whims of finding & wanting another firearm at a gunshow does not trump the overall greater benefit to society by imposing a one gun law, with caveats & waivers. Pls try to come down to earth from some elevated thought, thanks.

Huh? he bought the 3 handguns for himself, he wasn't a strawman (though he didn't have much of a heart).
As well, it seems he bought one, then 'later' bought the others, I'll tentatively presume at separate dates (calif has a one handgun per month law):

'I had already done some research on handguns, and I decided to purchase the Glock 34 semiautomatic pistol, an efficient and highly accurate weapon. I signed all of the papers and was told that my pickup day was in mid-December,' .. He later purchased two more handguns - Sig Sauer P226
