Latino Lawmakers Call On (Gov) Malloy To Ensure (Hartford CT) Police Follow Anti-Profiling Law

HARTFORD — Following a U.S. Justice Department report documenting racial profiling by the East Haven Police Department, a group of lawmakers is calling on the governor to aggressively enforce a law banning the practice in Connecticut.

The law, driven largely by the efforts of the late state Sen. Alvin Penn of Bridgeport, has been roundly ignored since its passage in 1999 ...

In addition to prohibiting police from using race or ethnicity as the sole factor for determining probable cause for an arrest or traffic stop, the measure requires municipal departments and the state police to provide a racial breakdown of all traffic stops. The information collected by each agency is supposed to be compiled into a report, but most police departments have failed to submit the data since the law took effect more than a decade ago.
