All white collar criminals from the USA and other advanced nations should go there, no parole.

Three or four million people from advanced nations, mixing with 160-250 million starving human beings in those nations.........they won't even make a difference, less than 2% probably more like .2% if we just send the people who stole actual cash over $10,000 from someone else.
