Does anyone understand how the assignment of delegates works in a caucus?

Just listened to CNN for a few minutes and they said in two precincts, both Bernie & Hillary walk away with 4 delegates each, and the larger number of supporters for Bernie doesn't matter. I was under the impression that delegates were assigned by the % of the voters, e.. if there were 100 people caucusing and the Bernie group got 60 people in their group, and Hillary had 40 people, then Bernie would get 60% of the delegates and Hillary 40%. Apparently I' wrong again.

Why doesn't the number of voters in each group matter?

They can't send half a delegate. Sometimes the rounding is such that first and second place get the same number of delegates.
