6. My interpretation was that..

he was saying that, due to the isolation of North Korea, it's difficult to tell exactly who rules there. I'm sure he knows Kim Jong Un is the official leader of North Korea. I mean anyone with Google knows who the official leader is. I think he was commenting on the fact that it's hard to tell how much power the military has compared to Kim Jung Un. At least that's my take on it.
