Meeting "enemies" with conditions

This point came up in the last two debates. Hillary seems to be of the opinion that we shouldn't meet with "enemies" without conditions. I'm not really sure what this means. It's never been clarified. Does it mean concessions by the opposition before agreeing to talk? Does that work both ways?

By requiring conditions before any negotiations can take place, doesn't that work against possible negotiations? This is one of those things that makes me very nervous about her foreign policy and much more comfortable with Bernie's take. He's willing to talk, and willing to listen. That's the mark of a peace maker. Hillary seems a little too willing to throw our weight around on this one and in my mind that only takes us down the path of further conflict.
