So what do you think Bill meant when he said "I almost want to apologize"?

What I gather is, while he doesn't necessarily believe in the cause of the Black Lives Matter (he tends to associate it with what's happening in Africa), the campaign staff has reminded him of the fact that Black Votes Matter.

I can't follow the twisted logic of a person who said "It depends on what the meaning of "is" is."

Actually, it was a logical and perfectly good defense. Bill gets a bad rap on it because of how it sounds.

explained things that needed to be explained to those who weren't around in those days. He has expressed his regrets about the harsh and unequal way that law was enforced. Bernie still hasn't accounted for his states in supporting the bill that "sociopaths" and criminals would be locked up.

It means he knows he'll want to apologize when he's not angry anymore.

Having (or letting) a family member campaign for you is a terrible idea.

If my mom or sister was running, and someone said something bad about her, she would lose the election because I would fly off of the handle.
