Ambiguous language in the Democratic Platform draft on Carbon Tax and on Marijuana

The phrase "carbon tax" wasn't used. However, the Platform draft does say, "greenhouse gases should be priced to reflect their negative externalities." It's unclear if that pricing would be via a tax, or if corporations are just being asked to voluntarily raise their prices.

The draft also doesn't clearly say that marijuana should be removed from the Controlled Substances Act. Instead:


Because of conflicting laws concerning marijuana, both on the federal and state levels, we encourage the federal government to remove marijuana from its list as a Class 1 Federal Controlled Substance, providing a reasoned pathway for future legalization.


The phrase "remove marijuana from its list as a Class 1" can be interpreted as HRC's position: make marijuana Schedule II (with cocaine) or as Bernie Sanders' position: remove marijuana from all federal schedules and leave regulation to the states.
