That would be a level of corruption that would be unprecedented and damaging to the US. We'd be quickly on our way to banana republic

Most of us are not under FBI investigation, but almost all of us (except Trump, apparently) pay taxes. We want our IRS to be circumspect.

The FBI is infested with wingnut assholes who are corrupt and political. The IRS is not.
