This graph from http://pollingreport.com/ does a better job depicting this survey than does the Gallup website.
It appears the public just ain't buying what Boehner is trying to sell. If negotiations crash and burn, they'll likely blame the GOP.

The likely voter business is not applicable here.
In this case, Gallup's polling matches other pollsters and the President's overall approval ratings. If a poll doesn't seem to be highly flawed or an outlier, I think it's fair to discuss the results.

I don't usually put much faith in Gallup either, but the gap in this poll is so huge between POTUS and GOP that, even coming from Gallup, it makes a noteworthy statement about how the public views the various players in the fiscal cliff debate.
