Just looked at Ohio's map

and it is so convoluted in the way they drew the congressional districts. They should make it illegal to draw maps that way. One district nearly goes along the entire east side of Ohio. Another district is spread out along part of Lake Erie. It includes 5 counties but not one is completely within any of the counties. Too many go this way and then that way and poke over there and under rocks.

Registered voter lists with addresses to include as many voters registered to their party and omit as many as they can of opposition voters.

..... and no doubt Obama's margin of victory was shaved by numerous
actions of some republicans but of Ohio's 16 congressional districts
only 4 were won by Democrats.

This is the result of people not getting out and voting in 2010. The republicans
knew that the demographics are brutally against them so they gerrymandered
the hell out of the state. Ohio's Governor and state legislature is all but owned
by ALEC.
