Considering that the Republicans still intend to block Obama's appointments

It is inherently necessary to revise the filibuster rule. One version still allows the minority party to voice their opposition and provide more time to approve the nominations. So that they are not rushed. Of course, even when there weren't filibusters they were never rushed.
