(Reuters) - Two Republicans and two Democrats took a first bipartisan step toward new gun restrictions on Tuesday by introducing a bill in the House of Representatives to crack down on gun trafficking to criminals.
The bill, strongly backed by law enforcement groups, would strengthen penalties on "straw purchasers," who buy guns for those who are barred by law from buying their own weapons.
The sponsors said the measure would help stop the flow of guns to criminals without infringing on the constitutional rights of lawful gun owners.
"For too long, we have been handcuffing the wrong people. We have made it too hard for law enforcement to stop guns from getting into the hands of criminals and too easy for criminals to get their hands on guns," said U.S. Representative Carolyn Maloney, a New York Democrat and one of the four co-sponsors.

WASHINGTON A bipartisan group of House lawmakers reintroduced a bill Tuesday that would make trafficking in firearms a federal crime and strengthen the penalties for those who purchase guns for people prohibited from owning them.
Reps. Patrick Meehan, R-Penn., and Scott Rigell, R-Va., joined Democratic Reps. Carolyn Maloney of New York and Elijah Cummings of Maryland in co-sponsoring the bill one of the few gun-related measures to start with support from members of both parties.
In addition to barring the trafficking of firearms, the bill would make the penalty for "straw purchases" those intentionally made for prohibited individuals up to 20 years in prison. It would enhance penalties for "organizers or managers of firearms trafficking networks" and recommends stricter punishments for the purchase of multiple illegal guns.

We desperately need stepped up federal anti-trafficking provisions and strong enforcement to stop the flow of guns on the legal to illicit markets, particularly from Indiana into the Chicago gangs. The gun dealers in Indiana and downstate Illinois know exactly what they're doing: they're killing us for profit.
