Steny Hoyer made this point today in a radio interview with Ed Schulz. None of the ala carte spending bills put forward by the GOP i the last 2 days have anything to to do with Obamacare. His point is this - they have already conceded they have lost on ACA (for now).
Today, Bryon York's piece includes many more facts to support what Hoyer says --
