She wants to fill a gap in Obama's legacy.

One thing every Republican presidential candidate can agree on is that they hate President Barack Obama's plan to tackle climate change. Now Hillary Clinton might have a way to remedy one of their biggest concerns.
During Tuesday's GOP primary debate, Kentucky Sen. Rand Paul said that his first action as president would be to repeal the "Clean Power Act." (It's actually the Clean Power Planit's a set of Environmental Protection Agency regulations, not its own law.) The centerpiece of Obama's climate agenda, the new rules aim to reduce greenhouse gas emissions from the power sector by a third by 2030, largely by requiring states to reduce their dependence on coal-fired power plants. .................
.................In fact, neither Paul nor any of his presidential opponents (including Democrats Bernie Sanders and Martin O'Malley) have laid out what they would do as president to smooth the transition for coal communities as the market for our dirtiest form of energy rapidly shrinks.
Today Clinton produced her own $30 billion plan, which would use a smattering of tax incentives and grant funding to support public health, education, and entrepreneurial initiatives in coal communities from Appalachia to Wyoming.
Clinton's $30 billion plan aims to save the coal country economy by pouring money into infrastructure and public health projects.
You can read the full plan here. It follows the lead of a similar but much smaller initiative Obama rolled out last month. Much of it is targeted at rebuilding infrastructurehighways, bridges, railroads, broadband networks. The Clinton campaign says that kind of development would not only create new jobs to replace those lost in the coal industry, but be vital for growing new industries.

(1,936 posts)taking into account long term strategic goals. We do need to get off coal, but it would be nice if those communities who depend on coal could have a soft landing post-coal.

(15,719 posts)same wages as to what they were making to clean up the area and go to tech school. It would still cost less than the coal pollution and would not hurt the local economy. We have to get over this "welfare is bad" attitude. It puts money to work in local areas and creates new opportunities for people.
To edit. Think WPA and CCC they turned the country around. the same can happen there.

(5,621 posts)Bernie has been talking about rebuilding infrastructure for years. What is the big deal? This is something new? A little late to the game again, Hillary.
This smells like political pandering for votes. Mention coal so you'll have big headlines, and then forget it when you are elected. We've seen this before.

(7,759 posts)this is a real plan targeted at specific communities facing dire economic and social consequences from our environmental efforts. Why not just support something good for a change. I am sure Hillary has other PLANS that target other communities with different struggles from ever changing modernity. Just because it's Hillary's plan does not make it bad. Jeeez!
Let's not do what the Republicrazies do, i.e., oppose ANY plan Obama endorses, even if it's one they had previously supported!

(598 posts)Nearly all of the lobbyists bundling contributions for Democratic presidential candidate Hillary Clinton's campaign have at one time or another worked for the fossil fuel industry.
The issue of campaign donations from fossil fuel interests has become a topic in the Democratic Party primary, as both Sen. Bernie Sanders and Martin O'Malley have pledged they will not accept contributions from oil, gas or coal companies. Clinton has not signed that pledge.
So when she says "tax incentives" you know what she really means.
