Unfortunately, they stop there because they lack the empathy that Democrats, progressives, and liberals are noted for. In this case the puppy was the victim because it didn't measure up to Noem's requirements. In con language, the puppy was a "taker, not a maker".

When cons are in a disaster in common with neighbors, like weather (but not climate), they will help them. But that's what it takes.
