and has been since 1964, when the Republicans were screeching and yowling about a partisan witch hunt that deposed heir great god Nixon. Well, the investigation didn't depose him, it found enough witches that he decided to quit and preserve his pension.

All that screeching and yowling is why the system has gotten so unfair, that and an concerted effort to weed out all the Democrats from agencies like the FBI.
