GUATEMALA CITY, May 20 (Reuters) - Guatemala's constitutional court on Monday overturned a genocide conviction against former dictator Efrain Rios Montt, throwing out all proceedings in his case since a dispute broke out last month over who should hear it.

Rios Montt was found guilty on May 10 of overseeing the deliberate killings by the armed forces of at least 1,771 members of the Maya Ixil population during his 1982-83 rule. He was sentenced to 80 years in prison.

But the constitutional court said it had thrown out all proceedings in the case dating back until April 19. It was then that the trial against Rios Montt was suspended after a spat between judges over who should take the case. (Reporting by Mike McDonald; Editing by Dave Graham)

May 20 (Reuters) - The death toll from a huge tornado that struck Moore, Oklahoma on Monday rose to 51, the state medical examiner's office said.

Amy Elliott, chief administrative officer of the Oklahoma medical examiner's office, said 51 were confirmed dead, up from 37 fatalities reported earlier.

The powerful tornado, rated the second highest strength level of EF4 and packing winds of up to 200 miles per hour (320 kph), touched down at mid-afternoon and devastated a wide area of the town.

HUGE TORNADO HITS OKLAHOMA CITY SUBURB, KILLS 37

MOORE, Okla. (AP) — A monstrous tornado at least a half-mile wide roared through the Oklahoma City suburbs Monday, flattening entire neighborhoods with winds up to 200 mph, setting buildings on fire and landing a direct blow on an elementary school. At least 37 people were reported killed.

The storm laid waste to scores of buildings in Moore, south of the city. Block after block of the community lay in ruins. Homes were crushed into piles of broken wood. Cars and trucks were left crumpled on the roadside.

The National Weather Service issued an initial finding that the tornado was an EF-4 on the enhanced Fujita scale, the second most-powerful type of twister.

Authorities expected the death toll to rise as emergency crews moved deeper into the hardest-hit areas. At least 60 people were reported hurt, including more than a dozen children.

Massive tornado slams Oklahoma City area

Shawnee, Oklahoma (CNN) - A powerful tornado blasted an area outside of Oklahoma City on Monday, ripping roofs off buildings, leveling homes and leaving a massive band of destruction in its wake.

In the desperate seconds and minutes after the storm passed, the human toll was not yet clear.

Survivors emerged from shelters to see an apocalyptic vision -- the remnants of cars twisted and piled on each other to make what had been a parking lot look like a junk yard. Bright orange flames roaring from a structure that was blazing even as rain continued to fall.

"Our worst fears are becoming realized this afternoon," Bill Bunting, with the National Oceanic and Atmospheric Administration's Storm Prediction Center, told CNN soon after the tornado struck.

Tornadoes tear through Kansas, Oklahoma, Iowa

(CNN) - Tornadoes touched down in three states on Sunday, ripping roofs off homes and turning trees to matchsticks, as severe weather swept the region.

A large "violent and extremely dangerous" tornado was spotted on the southwest side of Wichita, Kansas, the National Weather Service said.

A second confirmed tornado was seen near Edmond, Oklahoma, said the weather service. Another tornado was spotted in nearby Luther, Oklahoma, but it was not immediately clear whether that was the same twister.

A third tornado touched down near Wellston, Oklahoma, taking out power lines and damaging several homes, according to video from CNN affiliate KFOR. The affiliate's helicopter pilot estimated the funnel cloud to be about a half-mile wide.

"It's tearing up everything," the pilot said. "Just ripping everything up in its sight."

BREAKING: Tornado Causes Major Damage at Trailer Park Near Okla. City; Spotter Says Earth "Scoured"

EDMOND, Okla. A powerful storm system rumbled through the Plains and upper Midwest on Sunday, spawning tornadoes that damaged homes and buildings near Oklahoma City and put the Tulsa area on high-alert.

There were no immediate reports of injuries caused by any of the tornadoes that touched down in Oklahoma and Kansas, including one that hit the Oklahoma City suburb of Edmond before moving northeast toward Tulsa, 90 miles to the northeast.

For days, forecasters had been warning about the possibility of tornadoes from a weekend storm, and emergency responders as far north as Minnesota and as far south as Texas were keeping a close eye on the powerful system pushing eastward and northward through the nation's breadbasket.

Forecasters say a supercell of thunderstorms packing baseball-sized hail, heavy rain, and tornadoes could do a lot of damage, CBS News correspondent Anna Werner reports.

Republican accidentally debunks GOP narrative at IRS hearing

During a congressional hearing regarding the IRS on Friday, Rep. Peter Roskam (R-IL) inadvertently led the head of the IRS to contradict the notion that conservative nonprofits were singled out for scrutiny.

At the hearing, outgoing acting IRS commissioner Steve Miller repeatedly objected to the use of the word “targeting.” He said the so-called “be on the lookout” (BOLO) list was an “inappropriate” organizational tool or “shortcut” that IRS staff used to find potential political cases. Miller claimed the tea party groups would have be subjected to extra scrutiny regardless of the BOLO list.

“If the targeting wasn’t targeting, if the targeting wasn’t based on philosophy, how come only conservatives got snagged?” Roskam confidently asked.

“They didn’t, sir,” Miller responded. “Organizations of all walks and all persuasions were pulled in. That’s shown by the fact that only 70 of the 300 organizations were tea party organizations, of the ones that were looked at by TIGTA (Treasury Inspector General for Tax Administration).”

Of the 298 groups subjected to additional review, 72 were “tea party” groups, 11 were 9/12 groups and 13 were “patriots” groups, according to the inspector general’s report.

FAIRFIELD, Conn. (AP) — A New York-area commuter railroad says two trains have collided in Connecticut, and there are preliminary reports of injuries.

The Metro-North Railroad says emergency workers are arriving at the scene of Friday's accident. The rail line referred to it in a news release as a "major derailment."

The railroad says the accident involved a New York-bound train leaving New Haven. It derailed and hit a westbound train near Fairfield, Conn. Some cars on the second train also derailed.

CBO: Obama budget would cut 10-year deficits by $1.1 trillion

President Obama’s budget request would raise taxes by nearly $1 trillion compared with current law and cut spending by nearly $200 billion, congressional budget analysts said Friday.

All told, the president’s most recent request, released in April, would reduce projected borrowing by more than $1.1 trillion over the next decade, pushing the national debt below 70 percent of the overall economy by 2023, the Congressional Budget Office said.

Those figures differ sharply from the White House presentation of the president’s budget, which was touted upon its release as reducing borrowing by $1.8 trillion over the next decade and proposing only $600 billion in new taxes.

However, the difference is due primarily to the scope of the analysis. When they released the president’s budget, White House officials focused attention almost exclusively on a compromise deficit-reduction plan that Obama offered Republican leaders. In its report released Friday, the nonpartisan CBO analyzed the entire White House budget, including various proposals outside of that offer, such as plan to make prekindergarten classes more widely available and to cover the cost by raising taxes on cigarettes by nearly $1 a pack.
