living in poverty and I think we all know why that is.

If you took percentages of those receiving welfare only from the impoverished population I am betting whites would make up the largest share.

Edited to add:

And it is true only for TANF which has the strictest income limits. SNAP and Medicaid are by far the most used welfare programs and the majority of recipients are white.

Additionally, the GOP has been working systematically to deny African Americans welfare by creating legislation such as disallowing those with drug convictions access to programs.
