14. It depends on the offender

Someone who's written a few bad checks needs a bit of punishment to stop and think. This honestly works for many.

Someone who's had a longer chain of more serious offenses needs a longer time plus rehabilitation/education to try to turn their life around.

There are some people who simply have to be locked up for the rest of their lives because they are too dangerous to be walking around.
