it's not actually surprising. AFAIK, under Israeli law*, murder is equivalent to first degree murder in the US - it requires the prosecution to show premeditation. That would be very difficult at least given the publicly available evidence. Without premeditation, it becomes manslaughter.

*There have been various reforms suggested which would amend this, but they've been stuck in legislative limbo for some reason (even the far right is in favor AFAIK because of a similiar case where charges where reduced to manslaughter except the perpetrators were Arab and the victim Jewish)
