Lots of luck with that. As I said, this is a fairly meaningless political sop. And without extensive analysis, it's not even something we should jump into blindly. But I kind of see that you don't get it. If you think legislation happens by magic, I can't help. If you don't care about extensive research into the potential pluses--and minuses--of what could happen, I can't help you either.
