Could it be that they do not have the wherewithal to attack hard, ie military, targets? So, if this terrorist insurgency cannot, for the most part, even effectively attack American troops in Iraq, why should we believe they can pull off an attack here?

I think the level of threat posed by the people that we have pissed off so bad that they live for revenge is actually not very great, for their desperation has limited military value.

They strap explosives to themselves or to cars, often exploding before they reach their targets. They don't appear to have the sophistication to, for instance, drop a nukular weapon on an American city like Cheney and company where talking about... before the election.
