Considering that Stafford 'worked' for these corporations my guess is that he is several rungs down the ladder from the real Oligarchs. You mentioned some large banking institutions that have been around for centuries. Find out who the controlling interests are in those outfits (if that's even possible) and then we'll be getting close to the real Levers of Power.
I don't mean to be unappreciative because this is what we need to know. However, I think Stafford is lower on the food chain than some might think.
