No matter what BUSH does for RITA, it will be COMPARED to what he did't do for Katrina. The mayor of Houston just said "look for your neighbor to help because there will not be enough GOVENMENT help".... I think many will see the President reaching for the ultimate photo op..Rita will not vindicate him. People are still going to be left without help because there IS NO FEMA ,IT WAS DISMANTELED UNDER BUSH!
