4. Florida did not cast electoral votes in two elections.
They were, of course, 1864 and 1868. But in the first election, two or more states did not participate.

Point being, THERE IS NO REQUIREMENT THAT EVERY STATE PARTICIPATE IN EVERY ELECTION if they are unable to hold a reliable vote.

Now, that is really more relevant to 2000, because we want Florida's electoral votes for Kerry this time.
