Black box voting couldn't steel that election because Clinton can compete in so many more states than Kerry could, not all of which have diebold machines or would even be close enough to rig. Clinton could easily take the Gore states + New Hampshire + Arkansas and just squeak by even if they were to take Ohio and Florida with BBV. But I don't think that the 22nd ammendment is going anywhere. POTUS is the one office that I support term limits for, as does most of the country.
