"Howard Dean, chairman of the Democratic National Party, will appear in Hayward on Sunday at an event organized by the Hayward Demos Democratic Club to rally members to get out and vote against all of the propositions in the upcoming special election. Phil Angelides, the state treasurer who is planning a run for governor, was supposed to speak but backed out of the appearance earlier in the week. Art Torres, chairman of the state Democratic Party, contacted the Demos and said he would show up, but with a friend.

"Art Torres kind of felt bad and said, 'Well, I'm going to make an appearance but I'm also going to bring Howard Dean.'" said Craig Williams, president of the Demos, who is out of town and will miss the occasion. "Angelides canceled for personal reasons. He will probably come and speak at a later date."

"Lots of this revolves around the special election stuff," said Harry Scott, the Demos' program director. "It's really about leading a rally on the Schwarzenegger election. Dean is going to be there for support. He will point out why we should be opposing these issues."

The "issues" revolve around Propositions 73 through 78, which would affect a variety of things, including teacher tenure, unions and the state budget."
