I guess the pertinent question for this hypothetical is whether the Congress would still have been the same one that began its session in 2005. If so, he would have had a tough time getting ANYTHING done, but he had great plans and the wisdom and insight to set them in action. Also, we know that the Cabinet he was planning would likely have encouraged bipartisanship and cooperation and he might actually have managed to shame even that hideously partisan GOP-controlled Congress into getting more done than they did during their feeding frenzy under Bush.
