In essence, he says to the party "Look, I know you're not thrilled with me, but our stronger candidates aren't ready/able/willing to go this time. I'll run hard on being an alternative to Obama, and warm the chair for Jeb, Piyush, or Mitt."

They know the congress and Senate will be hostile, but they figure they win the Republican Revolution for the next two generations if they get the Stevens SCOTUS pick.
