"The Internet is the new communication highway, and when we get new highways we need new patrol officers to patrol those highways to protect our children," Montgomery said.

TOP, {Target Online Predators} for which Montgomery was unable to affix a price tag, would dedicate personnel and resources in the attorney general's office to help local law enforcement agencies conduct Internet child-predator sting operations....

Montgomery said TOP would help train law enforcement officials on how to find online predators; provide legal assistance so that predators can't claim entrapment; and provide money to purchase the computer equipment needed to conduct the stings....

"I hate to say it," Montgomery said, "but it's like shooting fish in a barrel."
