Why should some post-secondary students be expelled based purely on low marks?

I'm interested in your reasoning. For example, if you rely upon the assumption that there are limited resources available to provide post-secondary education, then you could conclude either that there are unlimited resources available for K to 12 education or that some students from kindergarten to grade 12 should be expelled based purely on their low marks.
