4. Palm Bay
Palm Bay is near Melbourne, FL, which is home to the Harris Corp., part of the military-industrial complex.

I assume the remote spy-plane has proved its worth from monitoring cities in Iraq, so they (the military) have convinced the local civilian police the advantages of using it here.

It's possible that spy satellites have some disadvantages in monitoring local civilian populations, perhaps they aren't as reliable as they claim, spy-plane drones may be more cost-effective and reliable over the long run.

I'm sure they're using it for a lot more things than they are publically acknowledging, we live in a bona-fide national security state, so government is operating more and more in the shadows.
