He should have changed the filibuster rule or forced the GOP to actually stand up and filibuster much sooner. He should keep the Senate in session until a bill is passed. He can't even get his own caucus together to support Obama's legislation.
This failure will be remembered as climate disasters continue to worsen. Oil is not the top source of global warming pollution. Coal is. The US Senate is officially King Coal's bitch.
