If you release 'some' of the oil presently stored in the strategic oil reserve during this limited time the short term result will be more supply and prices will go down. When you get through the winter months, the demand will ease as will prices and you can refill the strategic oil reserve at that time for less than the cost of the oil you released for the winter heating season.
At present there is no indication that supplies will be curtailed in the future, just that prices will float depending upon demand.
