Harrison was unusually ineffective as president.

Harding could'a been a contender, but his gang of thieves got caught big-time, unlike some other presidents', and then he dropped dead. Didn't have the required time to polish his legacy granted to other presidential failures that we might name.

I have every confidence that Bush will drop past Harding at some point, especially if Conyers gets his way.

St. Ronnie continues to float to the top because 1) He played a president on TV and 2) he was awake when the Soviet Union self-destructed between naps. I don't see his ranking surving much past the current generation of starry-eyed losers. I'm not sure Truman will stay near the top much longer either: he's due for a re-review any moment now.
