of the equation. If I'm not mistaken, most murders are a one-time offense - the exception being serial killers.

And to add to an earlier post, murderers and rapists are tracked. It's just not advertised to the community in which they are rehabilitating.

Child molesters/offenders are tracked. Because these sex offenders tend to re-offend to a much greater degree than other ex-convicts, there is a push to make these offenders known to the community in which they are rehabilitating in the name of protection and security. I believe that this push may backfire into vigilante justice if not carefully implemented.
