Can Treasury Sec. Paulson use his new powers to maintain his post indefinitely?

We've heard about how the bailout bill gives Paulson almost limitless power to do "whatever he feels is necessary" to help the financial markets recover. How likely is it that he'll declare that the situation is to "volatile" for him to step down, that he will need to remain as head of Treasury for an indefinite period, regardless of which administration takes over in January?
