'One needs to be careful in making a blanket pronouncement like that,' Gonzales said, suggesting that it might affect the 'morale and dedication' of intelligence officials and lawyers who are attempting to make cases against terrorism suspects.

What, that waterboarding is torture? I guess, if it were found to be torture, then it would be illegal and he would be very prosecutable.

And by saying agents are affraid of "doing anything controversial," he means illegal? This guy was the top cop?
