13. $3 is where we were in the summer of 2005
Hurricane Katrina was to blame for much of that, but we are still critically short of oil refineries, which is one reason gas prices have remained so high for so long. Bush never got around to encouraging new refineries to be built, apparently because he loved the obscene profits he and his cabal were reaping.
