The fault goes to the asshole that let them loose! Those animals were his 'collateral' damage. They were the true victims in all of this. The authorities were forced into making the choice in order to protect the people. And it really sucks because it was the fault of a person to begin with. Not to mention the screwed up laws that allowed this psycho to keep these animals to begin with.
