If the margin of votes is less than 0.5%, the state pays for the recount if either candidate makes a formal request. If the margin is greater than 0.5%, the candidates can still request a recount, but than they must pay for the cost. This magical number of “discovered” ballots “found” in Waukesha County yesterday would take the threshold of votes over the 0.5% mark
