President Bush may propose eliminating funds next year for two popular programs that help needy students prepare for college, in an effort to finance an expansion of his signature No Child Left Behind law to high-school students, higher-education advocates told The Chronicle last week.

The college-access programs, Upward Bound and Talent Search, have a combined budget of $460-million and serve a total of about 455,000 students and veterans. While Mr. Bush's proposal will not be certain until he releases his 2006 budget in early February, reports of the potential cuts have alarmed advocates of Upward Bound and Talent Search, which are part of the federal TRIO programs for disadvantaged students.

"These are popular, successful programs," Terry W. Hartle, senior vice president for government and public affairs at the American Council on Education, said of Upward Bound and Talent Search. "We'd be deeply reluctant to trade them in for an untried replacement."

From a budgetary point of view, the savings from eliminating Upward Bound and Talent Search would barely make a dent in the proposed expansion of No Child Left Behind, which is projected to cost $1.5-billion. 4. Things arent always what they seem though

You have to take into account that the kids that qualify for this aren't always underpriveleged because of lazy, non-productive welfare seeking people.
You have children of people who have suffered in this regime--jobs going overseas, military...etc.
Personally, Bush changed Workmans Comp in our state when he was "govenah" so that if you are injured here--you are flat out screwed.
I am a nurse and hurt my back lifting a patient who had fallen.
Our WC in this state is so corrupt that they already have you out of the system before you even see specialists or have MRI's done--it's insane and then you can't fight it. I understand that the WC in our state is so utterly destroyed that it will have to be abolished--too far gone to fix--but I digress.
Anyway--my daughter qualified for Upward Bound and is currently in it.
By the time she is out of High School--she will be a sophomore in college because of UB which means that she will become a productive college educated citizen in two years instead of four because of this program. For this--she gives up one weekend a month, does homework weekly and gives up half her summer to go to school--these kids are working for this "entitlement", not just getting handouts.
I cannot understand what these people are thinking?
It makes no sense to scrap good programs for bad.
But then again--we all knew that education, fair wages and healthcare were talking points with the Pugs--they didn't actually mean they were for all, just the ones that can afford it.

It is really starting to feel like pursuing an education in this country is a ridiculous goal - the money is being stripped from these programs, and the Pell Grants. Without those many who attend community colleges (like * emphasized in the debates as being the cure to the outsourcing problem) won't be able to finish their education.
