Opposition leader Romano Prodi accused Berlusconi and his centre-right coalition allies of seeking to "dilute the memory and values of Italy's fight against fascism".
Media tycoon Berlusconi and Prodi both attended a service in Rome on Monday led by Italian President Carlo Azeglio Ciampi.
However, Berlusconi opted not to join Ciampi at a later rally in Milan, the focal point of celebrations to mark the end of the Nazi occupation of northern Italy and the downfall and killing of Italian Fascist dictator Benito Mussolini.
