I did the same thing. I read "Bush OKs Demolition of Abu Ghraib Gen. Janis Karpinski" and assumed this statement was accredited to the General, as in "'Bush OKs Demolition of Abu Ghraib'-Gen. Janis Karpinski".

I had to re-read it to see it really said "demotion."

The Army’s inspector general investigated four allegations against Karpinski: dereliction of duty, making a “material misrepresentation” to investigators, failure to obey a lawful order and shoplifting. Only the shoplifting and dereliction of duty allegations were substantiated.

The Army did not explain the specifics of the allegations, but a number of previous investigations of the Abu Ghraib prisoner abuses have accused Karpinski of failing to maintain order and prevent the abuses. She has said publicly that she was not given full authority over Abu Ghraib and that when photographs of the abuse became public she was made a scapegoat.

A U.S. government official, speaking on the condition of anonymity, said Karpinski was accused of shoplifting a cosmetic item from a shop at a domestic Air Force base while she held the rank of colonel. Karpinski did not report her arrest for this misdemeanor on a later background check, the official said. In an interview with CBS News last year, Karpinski denied shoplifting.

18. Gen Janis Karpinski---Guard/Reserve(?) Commander of an MP Unit

Deployed to Iraq. I understand that control of her command was handed over to another female Regular Army General (sorry can't remember her name), who was deployed from the Intelligence Center and Command at Fort Huachuca, Arizona. The Intelligence Commander along with RA Intelligence COL, responsible for Intelligence training and interrogation techniques, were in charge of Abu Garhaib.

When all the photo's and information of abuse began to hit the airwaves, the RA General along with RA COL were rushed back to Fort Huachuca where they have since been promoted. The General is now the Base Commander and the COL is commander of the Intelligence School.

This has and is SOP for this Administration and the Pentagon.

Remember those FBI agents who attempted to alert their superiors of the ME students in the flight schools? Remember Sibel Edmonds who attempted to alert her superiors that the Farsi translators were not giving intelligence accurate translations?

Whistleblowers who do their jobs get the shaft and those that place us all in danger are rewarded.

You can bet that Gen Karpinski would have been in Levenworth if they thought they could get away with it.

A scathing report on prisoner abuse in Iraq found that U.S. military intelligence interrogators set "physical and mental conditions" for questioning inmates that contributed to the shocking acts of abuse.

But except for one brief mention, the 55-page report contains nothing about the role of the top military intelligence officer in Iraq, Maj. Gen. Barbara Fast. As head of intelligence for the U.S. command in Baghdad, Fast was in charge of interrogators at Abu Ghraib, where prisoners were beaten, sodomized and photographed in sexually degrading positions.

...According to Karpinski, who was formally in charge of Iraq's prison system, those detainees made up 60 percent of the prison population and were the fastest-growing segment. However, Karpinski told investigators, Fast "routinely" denied recommendations to release inmates who were no longer deemed a threat and clearly met the requirements for release.

...As head of intelligence in Iraq, Fast would have been responsible for intelligence officers working inside Abu Ghraib. She also "would have been very interested in the interrogation reports coming out of that prison," says Charles Heyman, senior defense analyst for Jane's Consultancy...

(Updates throughout) By Will Dunham WASHINGTON, May 5 (Reuters) - A one-star Army Reserve general became the first high-level military officer punished in the Abu Ghraib prisoner abuse scandal on Thursday when President George W. Bush demoted her to the rank of colonel.

The publication a year ago of photographs depicting U.S. forces abusing prisoners at Abu Ghraib on the outskirts of Baghdad triggered international criticism of the United States. Numerous additional cases of detainee abuse have since surfaced. Brig. Gen. Janis Karpinski was disciplined after Army leaders deemed her job performance "seriously lacking" and accused her of concealing a past shoplifting arrest.

The Army said in a statement Karpinski had been reduced in rank to colonel, although an investigation by the Army inspector general's office "determined that no action or lack of action on her part contributed specifically to the abuse of detainees at Abu Ghraib.".....



The announcement came 13 days after Army officials disclosed the Army had exonerated Lt. Gen. Ricardo Sanchez, the former top U.S. commander in Iraq, as well as three other senior officers.....




Bush approved a recommendation to demote Karpinski on the advice of Army and Army Reserve leaders and Defense Secretary Donald Rumsfeld, the Army said. It added Karpinski would not face criminal charges.
