OTTAWA - The Conservative party is claiming the Liberal minority government could fall as early as Tuesday after the Speaker of the House ruled that a motion calling on the government to resign is in order.
But the Liberals have already dismissed the vote, saying they will not recognize it as a matter of confidence. A minority government falls when it loses a vote of confidence.
The latest motion, debated in the Commons on Monday, calls on the public accounts committee "to recommend that the government resign because of its failure to address the deficiencies in governance of the public service."

http://www.cbc.ca/story/canada/national/2005/05/09/confidence-government050509.htmlI think it won't come down to a non-confidence vote; it's more a procedural matter. Any parlimentary scholars out there who can clarify?
